Frank was born in Guadalajara, Mexico. He received his undergraduate degree in 1989 from Davidson College where he exhausted his NCAA eligibility playing four years of varsity soccer. Frank received his law degree from the Columbus School of Law at Catholic University of America in 1993.
Frank is a member of the North Carolina Advocates for Justice and has served on the Executive Committee of the Workers Compensation Section, the Board of Governors, the Committee on the Judiciary, and has served as Chair of the Hispanic-Latino Division. Frank has received Martindale-Hubbell's "AV" peer review rating, the highest level for professional excellence in legal knowledge, communication skills and ethical standards. In 2022, Frank was named to North Carolina Lawyer's Weekly's Power List for Workers' Compensation, a list which "recognizes the most respected and accomplished attorneys in an area of practice."
Frank is a supporter of the Episcopal Farmworker Ministry in Newton Grove, North Carolina, and serves on the Board of Directors for Cary Academy. Frank continues to cheer for las Chivas de Guadalajara.
